History of illicit drug labs, evolutions of law enforcement response and the type of social impacts that have occurred due to these illegal activities. This 30 minute presentation will provide a historical perspective of substance abuse and the evolution of meth labs in the last 30 years. This program will present an introduction to illegal drug labs yet will focus on the most prevalent type that currently impacts the U.S. (meth).
Mr. Bucklin is a Certified Hazardous Materials Manager (CHMM), Registered Environmental Assessor (REA), Registered Environmental Manager (REM), Certified Environmental Assessor (CEA), Certified Environmental Inspector (CEI), and a Certified Environmental Consultant (CEC). Mr. Bucklin is the past Chairman for the Association of Official Analytical Chemists (AOAC) Annual Lab Waste Disposal Symposium, and has twenty-six (26) years of experience instructing Law Enforcement on the hazards of illicit drug labs. He has served on the advisory board for the Environmental Auditing Certificate Program at U.C. Davis.
He has taught over 49,000 Law Enforcement and Fire Agency personnel on selected Clandestine Laboratory Safety Training courses at the FBI Academy, DEA Justice Training Center, National Guard Counterdrug Training Centers, CHP Training Academy, California Department of Justice Training Center, HAZMACON, U.S. Embassy- Jamaica, London Metropolitan Police Services (New Scotland Yard), California Specialized Training Institute (CSTI), Vancouver Police Department, British Columbia, Canada, Clandestine Laboratory Investigation Association, California C.U.P.A. Forum, the Continuing Challenge, Criminal Justice Academy in Columbia, South Carolina and other national and international trade associations. Mr. Bucklin has taught Clandestine Laboratory training in Canada, England, Jamaica, Prague-Czech Republic and Law Enforcement personnel from over a dozen countries.
He has also instructed at International Science Symposiums on Hazardous Waste issues for the American Academy of Forensic Sciences, AOAC, the Clandestine Laboratory Investigators Association (CLIA), the National Drug Enforcement Officers Association (NDEOA) and the U.S. Department of Justice. He has taught selected courses in hazardous material/waste management at five University of California campuses since 1986. He was chosen for the Outstanding University Extension Teacher Award for U.C. Davis in 1991. He has been a repeated Plenary Speaker and Keynote Speaker at National Conferences since 2005.
Mr. Bucklin has direct field experience in clandestine laboratory emergency response beginning in 1983. He currently updates and instructs the Clan Lab programs taught for the U.S. Department of Justice (DEA) in Quantico, Virginia.
