Defining Documents
As you approach the intersection you bring your car to a complete stop, because the light is a bright red. We think of that light as a stop light while the reality is quite different. We have all experienced the inconvenience of an intersection where the stop lights are not working and traffic truly does come to an almost complete stop. Is it possible that we should start calling those devices ‘go’ lights?
That is a metaphor for how the rules of the road facilitate regulated activity to the benefit of all participants. In the governance of a Rotary club we also have a set of rules that define how a Rotary club functions; it is important that every Rotary leader knows, understands and follows those rules.
Each layer has a unique set of parameters that are determined by how it is created and how it can be adapted or revised.
